This three-hour interactive workshop will focus on the fundamentals of planning and

zoning requirements in Idaho and provide participants with the basics for maneuvering

through the legal requirements, terminology, and the practical application of planning

and zoning at the local level. The workshop will be facilitated by four seasoned planners

who will share their insights, experience and suggestions .

The workshop will utilize videos recently produced by APA Idaho and the Association of

Idaho Cities (AIC) These videos include: the following topics:

 Authorities for planning and zoning in Idaho;

 Roles and responsibilities of those involved in planning and zoning at the local

level;

 How to conduct successful meetings; and

 Rules to follow for quasi-judicial hearings and decisions.

Following each video will be a discussion and time for questions and answers facilitated

by the veteran planners.

The second half of the workshop with be devoted to roundtable(s) conversations among

the participants and the workshop facilitators to learn from each other how to solve

problems and where to find help and resources. Participants should come to the

workshop with their questions and issues that can be discussed during the roundtable

conversations.

The first of its kind, the Bonners Ferry Comprehensive Plan is rooted and structured around the five social determinants of health while meeting all statutory requirements required by Idaho’s Local Land Use Planning Act. Participants will learn how, through a deep dive into data and community input, a comprehensive plan may intersect with long-term health outcomes and social well-being.

Idaho National Laboratory has a rich history of nuclear research and demonstration. In 2024 it will celebrate its 75th anniversary as the nation’s nuclear energy laboratory. One of the first campuses built at the INL site is the Central Facilities Area (CFA), originally called the Naval Proving Ground. Here, critical weapons testing was conducted in support of United States Navy efforts in WWII. Given the immediacy of the need for these facilities, CFA was quickly designed and built. As the war ended, the CFA mission shifted from weapons to supporting atomic research and establishment of the National Reactor Testing Station across the 900-square-mile Arco desert. This shift from mission-driven to mission-support occurred without significant changes to layout, adjacencies, or functionality of the campus. In 2023, INL launched an effort to re-envision CFA as a campus that would not only continue its critical support operations but could someday be a place alive with research and development of expanding mission capabilities. Through a visioning effort with numerous programs across the laboratory, the concept for an Energy Technology Proving Ground (ETPG) to showcase scalability of clean energies ranging from hydrogen to solar to wind as the nation moves toward carbon-free electricity was created. This session will explore the history and evolution not only of CFA, but of the planning efforts that shaped it, ranging from centralized to collaborative decision making. It will demonstrate techniques for bringing diverse stakeholders together to engage, collaborate, and to find common vision while developing achievable implementation strategies.

Three partners from the LCP will present about the collaborative effort used to implement wildfire mitigation within Latah County.

Representatives from the Western Community Assessment Network (WeCAN), Idaho Rural Partnership, and the Northwest Community Development Institute will introduce and describe these initiatives and how they empower communities and planning professionals. We will focus on WeCAN and three unique tools to build more inclusive and productive civic engagement: the Peer Learning Network, Community Bootcamp, and Ripple Effects Mapping. These training and processes are open to APA members interested in expanding their networks and pursuing dynamic professional development/community engagement tools and opportunities.

Moscow is home to two National Register Historic Districts that add character and vibrancy to the community. The Fort Russell District is dominated by beautiful homes from the late 19th and early 20th centuries. The Downtown Commercial District captures the story of a western American town that saw great prosperity and some hard times, too. Attendees will begin their tour among the stately homes of some of Moscow's earliest entrepreneurs, learning about the notable architecture as well as the people who inhabited the neighborhood. Then they will make their way down to Main Street, where the civic life of Moscow unfolded. A focus on storytelling through historic preservation will be a focus. The tour will end just in time for a happy hour drink or dinner in the heart of Moscow.

Ordinance writing is a skill all planners should possess. Two experienced planners will provide tips on how to draft an ordinance, who should be involved, and legal considerations.

Since 2005, communities in North Central Idaho have been pursuing improved telecommunications infrastructure to enable broadband internet services to be delivered to all residents. This presentation will highlight the work that has been done by local, government, economic development agencies, citizens, and planners that has led to the funding and construction of fiber networks that will bring reliable, affordable and redundant broadband services to five rural counties.

How can cities improve their transportation networks for all users when constrained financially? The Ada County Highway District (ACHD) has recently reimagined routine pavement preservation practices to have an opportunity to do just that; adding bike lanes and buffered bike lanes, implementing traffic calming features, and improving pedestrian and ADA accessibility. During this session attendees will learn about two maintenance strategies to build more: roadway restriping during pavement preservation operations and adding a variety of low-cost delineators to improve safety and visibility for some of Idaho’s most vulnerable users.

Tips, advice, and best practices for nipping common public hearing legal issues in the bud.

This session will provide an overview of the planning environmental linkages study process and two studies that the Idaho Transportation Department has in the Palouse Region.

This session, hosted by the nonprofit Lift Local Idaho, will focus on how we can activate businesses, organizations, and municipalities across the state to strengthen local control and bolster economic development. We will look at aggregated cell phone data to assess trends in tourism (both regional and statewide) and discuss how expanding accessibility to the tool of local option taxes will allow for planners, city leaders, and other stakeholders to directly address the unique challenges their communities face.

As the Flagship university in Idaho the University offers a rich variety of historic and contemporary architecture. It was created in 1889. This 90 min walking tour would focus on the Collegiate Gothic central portion of the campus but also include its development and relationship with contemporary architecture and planning. The Olmsted Brothers were involved with the campus in the early 1900s and their work assisted in creating Idaho's most beautiful college campus including the Campus Green. The tour would also discuss how the campus became a walking campus in the earlly 1980s. The university and City of Moscow are together working toward the creation of a National Historic District. This project is underway and the tour would explain and discuss this noteworth project. The tour is primarily an outside event but will feature several interior visits including the Presidents office as well as the Gothic auditoriam and the famous Kibbie Dome.

Planners and designers are entrusted with great responsibility to envision, define, create, and steward places and spaces for people across diverse communities, abilities, cultures, landscapes, and lifespans. These places are microcosms of larger interdependent systems that gave birth to them. The goal of the session is to afford opportunities to self-critique and utilize protocols, tools, and practical examples to understand the criticality of infusing Universal Design Principles and Human-Centered Planning and Design tenets in planning processes and actions. Ida-Home and Grown can be our collective accessible home, sanctuary, history, hearth, possibility, and the place of our dreams without barriers or fears.

This session will introduce the Where We Live project and will entail 2 or 3 introductory presentations, an audience engagement exercise, and an open panel discussion. The session will emphasize rural community adaptation to wildfire, drought, and heat with community partnerships being developed in Bovill, Deary, Elk River, and Kendrick. Community members, planners, and local agency officials are welcome to participate.

Ever wonder what the planner's role in housing can be? Learn how planning can have real impact and influence on housing, and help address the "boom town" housing crisis many Western towns, cities and rural areas continue to experience. In this participant-driven session, attendees will hear and have opportunity to ask questions about how to move from housing issues to housing solutions. Panelists will line out a clear, step-by-step housing planning and implementation approach and share examples of how this has been applied in communities in Idaho. The session will focus particularly on understanding the dynamics affecting workforce and affordable housing. Panelists include planners who have worked around the Mountain West to share proven methods for conducting housing needs assessments, developing community partnership models, and implementing successful housing programs and projects. Most importantly this session will offer attendees the opportunity to ask questions related to the housing challenges their communities face. Participants should come away energized and with expanded ideas on how to approach the tough issue of creating "achievable housing" in their communities.

Over the past decade manufactured homes have been recognized by housing organizations, states and the federal government as the only unsubsidized affordable housing on the market. The manufactured housing industry is seen as a key solution to successfully addressing the affordable and workforce housing crisis every city and county is currently facing. But this type of housing still suffers from outdated notions of the single wide, flat roofed, tin covered mobile home that still languish in many of our communities. This presentation will explain modern Manufactured Home construction and will address the advantages to a jurisdiction on considering this type of housing within your development plans and ordinances.

Deary Idaho was once a booming timber community in Latah County. Blighted by the 1980's recession, Deary stores were boarded leaving little to no economic drive and charm. Through careful rehabilitation and impressive vision, broken glass, falling bricks and leaking roofs have returned to beauty creating a destination town tucked in the timber. Join us as we tour the Pie Safe Bakery, Brush Creek Creamery, Deary Meat Market, and Sasquatch Wine bar, as well as several creative building reuse projects in this now vibrant community. Attendees will enjoy the stunning craftsmanship and a delicious pie. Beverages will be available for purchase.

County planners will network and give updates on what relevant items have been going on in their counties. Recent legislation will be discussed, including ag protection areas and areas of impact.

Recent land use decisions by federal and Idaho courts will be reviewed.

With the support of the Idaho State Historic Preservation Office (SHPO), Idaho towns are undertaking programs to protect their historic resources. The Certified Local Government (CLG) program provides support to communities willing to adopt historic preservation ordinances, appoint and coordinate Historic Preservation Commissions and consider strategies for preservation of historic resources. In addition, the State Code provides for preservation tools such as local historic district designation and local landmarking that require review and consideration prior to permit approvals. The most effective preservation tools have proven to be those that are adopted by local ordinance typically within the zoning ordinance. The Idaho SHPO's Outreach Historian will provide an overview of these tools with background on the CLG program, and representatives from the City of Pocatello, City of Ketchum, City of Meridian will provide recent examples. Sheri Freemuth, AICP will moderate and there will be ample time for discussion and questions.

In an age with endless distractions and busy schedules, it is becoming more imperative for planners to capture and keep the attention of the public, staff, and elected officials when conveying complex information. In this presentation, attendees will learn how to present data and maps in a visually striking and appealing way to quickly and effectively tell a story without losing their audiences with endless tables, charts and graphs. With rising construction costs and aversion to public spending, this becomes all the more important as public agencies are having to be far more strategic when allocating limited public resources. Case studies of innovative strategic planning and data visualization will include Kootenai County and the City of Post Falls. As it plans future potential routes and services, the County has developed a comprehensive approach to measuring transit orientation by looking at a number of elements in the built (density, diversity, design) and social environments (demographics). Post Falls is using a similar approach in evaluating different parts of the City for pedestrian/bicycle friendliness. In both cases, data driven “heat” mapping is being used to convey complex analysis and identify and highlight areas that can best leverage public investments in multimodal infrastructure and services.

A review of the 2024 ethics cases of the year from the American Planning Association. Participants will review four actual cases ruled on by the APA Ethics Officer in 2024. Panelists will lead discussions on each case and how the AICP Code of Ethics are applied to every day situations.

After nearly fifty years in existence, the Market continues to cultivate an environment that attracts 7,000+ weekly visitors and a 150+ Vendor roster, resulting in national recognition as one of the top 25 Farmers Markets in America.

This session will explore a multitude of possibilities for investing communities with the power of public art. Highlights include an overview of the City of Moscow public art collection as well as an exploration of the relationship between urban design and cultural development.
